(CQNEWS) The scientific & technologic talents service scheme was jointly initiated yesterday by the Ministry of Science and Technology and Chongqing, which means the talents throughout China will enter the vast rural area in Chongqing with capitals, projects and even industries, to accelerate the balanced urban and rural development.  

　  The “Twin 10-100-1000” project will involve the scientific & technologic talents and industrial development. 

　  The first target is to solve the talent famine in the grassroots through assigning 10 chief experts, 100 city-level scientific & technologic talents, and 1,000 county-level ones to construct the rural talents team with reasonable layout for production-guiding annually.  

　  The second target is to break through the bottleneck of the agricultural industry development, focusing on 10 industrial bases, 100 industrialized leading enterprises and 1,000 professionals to spur the agricultural industrial development.
